The Global Alliance for Vaccines and Immunization (GAVI) spent 2009 reviewing its policy to determine whether or not a country is eligible to receive aid. Here is the presentation made to the GAVI Board in November 2009 of findings from the eight-month study. It includes information on proposed indicators and their thresholds, as well as recommended procedures for assisting countries that graduate from GAVI support.
Eligibility Report
Since GAVI’s launch, all countries with less than or equal to US$1,000 Gross National Income (GNI) per capita in 2003 have been considered eligible. The Board requested the eligibility policy be reviewed and revised during 2009. Sissel Hodne Steen, Chair of the Programme and Policy Committee (PPC) and Gian Gandhi, Senior Manager-Policy, Policy and Performance team presented the study team’s recommendations to the Board at the annual retreat in November 2009.

Graduation Report
Sissel Hodne Steen, Chair of the Programme and Policy Committee (PPC) and Gian Gandhi, Senior Manager-Policy, Policy and Performance team presented to the Board new graduation procedures. Since GAVI’s launch, all countries with less than or equal to US$1,000 Gross National Income (GNI) per capita in 2003 have been considered eligible. The Board requested the eligibility policy be reviewed and revised during 2009. As part of the exercise, certain currently eligible countries would be expected to become ineligible and therefore, proper and fair graduation procedures would need to be established.

Prioritization Report
Nina Schwalbe, Managing Director Policy and Performance, presented to the GAVI Alliance Board a proposed set of principles to guide the Board’s prioritization decisions, in an effort to best make use of scarce resources. The proposal focused on numerous potential parameters, including first and foremost honoring current commitments, considering a narrower focus on targeted vaccines, and establishing criteria to regulate funding decisions on new program applications.
