Hi Saa, many thanks for your comment. I very much agree that ICT has the potential to advance access and learning for children across the globe. It's equally important to implement ICT solution in a thoughtful way, with the appropriate delivery platform that takes into consideration a range of contextual factors (e.g. access to internet and electricity, capacity to provide appropriate instruction on use of ICT) etc. Again, thanks for your comment!

Many thanks for your comment, Birger. I'm glad that you agreed with the main messages presented within. We very much agree that political-economy considerations can be quite determinative when it comes to supporting innovation, reducing corruption, and ultimately driving improvement in learning outcomes. This also highlights what may be a self-evident point: that individuals, some of whom are able to deftly navigate political-economy contexts to advance reform, matter. This also suggests that, in addition to providing technical support to countries, there may be utility in providing fora where decision-makers can share experiences and strategies about working within such constraints (even recognizing that each contexts is unique). But there's no question that the extent to which a enabling environment exists informs the extent to which innovations are sought and adopted.

I also think it's incumbent upon the innovation community to communicate that innovations are not simply a "nice-to-have" but instead can be essential vehicles for advancing the policy priorities of decision-makers.

Mark/Molly: Excellent blog. I like especially that you underline that innovation is not limited to use of ICT (though it can include ICT), the need for dialogue to facilitate change, and the need for strong political will. We really need to understand better why the "learning sector" often is more resistant to learning and innovation than most other sectors. Yes, the sector is increasingly complex. But this aside, the administrative culture of core education institutions is often characterized by low accountability and a high degree of patronage, corruption and politicization. Such political-economy constraints are hard to change.
