Commissioned through the Tech Community of Expertise Helpdesk, this landscape assessment examines Nigeria’s digital health and AI ecosystem, drawing on policy and program documents and interviews with stakeholders across government, development partners and the private sector. The report identifies key barriers to adoption, promising applications of AI in health care and opportunities to strengthen the foundations for responsible, sustainable digital transformation. It also outlines priority areas where technical assistance and investment could support Nigeria’s ongoing health sector reforms.

In his role with EdTech Hub, Pilirani supports the design and delivery of evidence-based approaches to education technology. He builds and manages relationships with government, development partners and implementing organizations, and provides technical assistance tailored to Malawi’s context. He collaborates with EdTech Hub’s global network of specialists to connect research with national priorities and support improved learning outcomes.

Pilirani is also the founder of Padziwe, an education technology company focused on developing digital content and platforms that support teachers and learners with practical, tech-enabled education solutions. Through Padziwe, his work has impacted more than 10, 000 learners and earned several awards and recognitions, including selection as one of the African Union’s top 10 education innovations in Africa. He currently serves on the Board of Padziwe Digital Learning Limited.

To address these challenges, Indonesia’s Health Development Policy Agency (BKPK) in the Ministry of Health is working with Results for Development and Gadjah Mada University to build and test a structured, two-way policy feedback mechanism. This brief shares key lessons from developing the mechanism and its first pilot phase of implementation with three provincial health offices, six district health offices, and local health policy and systems research institutions from those districts.

Early lessons suggest that policy feedback mechanisms require trust and relationship-building, clear roles, regular opportunities for joint reflection, and institutional arrangements that enable implementation evidence to influence policy decisions. Ultimately, Indonesia’s leaders hope to embed two-way feedback and learning as a routine governance practice that connects policy design with implementation and enables adaptation to local realities.

This work brings together learning from R4D’s Asia Health Policy and Systems Research Initiative and Advancing Realistic Health System Design and Planning project, both funded by the Gates Foundation.

About the evaluation

The briefs draw on a retrospective evaluation of R4D’s 2022–2025 technical assistance, conducted using the Outcome Harvesting methodology. The evaluation team reviewed 11 project documents and conducted 15 key informant interviews with government, funders, partners, and R4D staff. All outcomes were validated with key stakeholders in Abuja on 22 July 2026. The full evaluation report sets out the methodology and complete findings.

Despite significant progress over the past decades, Ethiopia continues to face a high burden of malnutrition, with rates of child stunting and wasting above the average across Africa. At the 2025 Nutrition for Growth (N4G) Summit, the Government of Ethiopia committed to mobilizing $638 million USD for nutrition by 2030, 25% of the $2.55 billion Seqota Declaration funding requirement, and to establishing a robust system to ensure the effective allocation, tagging, and tracking of nutrition-related financial resources.

The Framework provides a shared understanding of the full resource need to end malnutrition in Ethiopia, estimated at an average of ETB 26 billion annually from 2026–2030, roughly 2.7% of the country’s total approved federal budget, and lays out a roadmap of priority actions to help the government meet the financing and governance commitments it made at N4G.

The Framework is organized around seven pillars for sustainably financing food and nutrition, each with their own set of concrete actions mapped to Ethiopia’s FNS or N4G commitments:

3. Ensure Active Nutrition Review by Planning Commissions
4. Enhance Multi-sectoral Accountability
5. Advocate to Senior Officials and Parliament

With the Framework validated by all key government sectors and partners, the next phase of work will focus on cascading national guidance to the regional level through costed Regional Food and Nutrition Investment Plans to guide implementation of the framework’s recommended actions.
