The Joint Learning Network for Universal Health Coverage (JLN) is uniquely positioned in the global health space as a community of policymakers and practitioners from around the world actively engaged in co-developing pragmatic solutions to implementing UHC, health systems strengthening, strategic purchasing and health financing reforms through practitioner-to-practitioner learning. The resulting tools, harnessing the practitioners’ joint tacit knowledge, expertise and experiences, are equipping countries with the how-to’s of designing efficient, equitable and sustainable healthcare systems, while contributing to the global knowledge resource for achieving UHC.

Karen Louise Boothe brings 20 years of experience at the nexus of journalism, strategic communications, civil society engagement and advocacy. Her work – as a former journalist as well as in development – has taken her far and wide for news organizations as well as for projects funded by USAID, EU, World Bank, UKAID/DfID and MCC in the following countries: Kyrgyzstan, Kazakhstan, Mongolia, Moldova, Cambodia, Malaysia (and broader South and SE Asia on a regional program,) Serbia, Kosovo, Albania, Macedonia, Guyana, Lebanon, Israel, Sierra Leone, Liberia, S. Korea, Georgia, Vietnam, Ethiopia, Rwanda and Haiti.

At R4D, Ms. Boothe is a senior communications officer with the African Collaborative for Financing Solutions (ACS) project. It is a five-year project funded by USAID to help advance universal health coverage in sub-Saharan Africa by supporting countries in navigating their own path to universal health coverage. ACS works in partnership with Duke Global Health Innovation Center and Feed the Children.

Ms. Boothe’s career began in journalism. As a reporter, she has covered local, state, national and international news for Minnesota Public Radio, NPR, the BBC, CBC and Christian Science Monitor. She was a co-founding producer of the MPR/Public Radio International “The World.”

Her work in development was launched with a program in Central Asia for the National Democratic Institute and since then she has worked on everything from strategic communications, civic outreach and engagement, social mobilization and behavior change communications, elections communications and elections monitoring, policy advocacy and more.

Ms. Boothe holds an MSc in journalism and an MA in international studies with an emphasis on Middle Eastern Affairs from Hamline University and was a public policy fellow at the University of Minnesota Humphrey Institute of Governance and Policy.
