Heather Brooks is an accomplished global human resources leader with more than 20 years solidly delivering results for NGOs, government and an executive search firm. She is skilled at providing creative solutions to complex global organizational and HR issues while managing global HR teams.

As the chief people & culture officer at Results for Development (R4D), Ms. Brooks leads all human resources operations, organizational development, talent acquisition, staff engagement efforts, leader and staff development, and other critical processes and programs.

Since joining R4D in 2020, Ms. Brooks has built a dynamic HR team, implemented changes to the R4D’s human resources infrastructure to support a rapidly globalizing organization, such as new equitable global salary structures, and infrastructure to support staff located in 14 countries. As chair of R4D’s Diversity Equity and Inclusion Change Team, she has spearheaded R4D’s continuous improvement efforts on DEI and shifting global power imbalances, including launching management and all-staff learning opportunities, new policies and procedures to ensure equity in hiring and compensation, routine executive examination of equity and diversity data, and the development of new employee resource groups to support inclusion.

As a member of R4D’s executive leadership team, Ms. Brooks contributes to the development and implementation of R4D’ strategy, programs and systems to ensure that our people and partners are aligned to successfully achieve of our mission. She also ensures that R4D’s shared commitment to equity and inclusiveness for an increasingly diverse staff is embedded in all that we do.

Before joining R4D, Ms. Brooks was the director of organizational effectiveness at The Task Force for Global Health (TFGH), an affiliate of Emory University, where she supported strategic planning, leadership development, and led the human resources department for nine years. At TFGH, she was responsible for implementing the first leadership development program, co-developing Emory University’s NGO job classification structure and designing and implementing an innovative HR business model. Prior to this, she was the senior HR advisor for global staff and organizational development at CARE USA where she delivered consultative services and expertise on organizational development, coaching, change and transition management, talent management and diversity to strengthen individual and organizational talent. Prior to that role, she was the HR manager in the global emergency unit implementing global staffing strategies and policies to support effective global emergency deployments and providing HR leadership on the emergency capacity building project. Ms. Brooks spent 12 years at CARE USA holding various positions of increasing responsibility within human resources.

Born in Trinidad and Tobago, Ms. Brooks worked and lived in Africa, Asia, the Caribbean, Europe, and the Americas. She received her bachelor of arts degree in business and management and a master of science in management, human resource management specialization from the University of Maryland Global Campus. She speaks English and German.
