Catherine Connor

Senior Fellow

Catherine Connor has 34 years of experience in domestic and international health care with 25 years of experience managing and delivering technical assistance in health system strengthening focusing on health financing and governance including health insurance, public financial management, health accounts, equity, and strategic purchasing.

Ms. Connor has 14 years of experience managing large ($100M+), complex global projects in health systems strengthening for USAID including project planning and monitoring, client reporting, technical quality assurance, budgeting, financial systems and reporting, personnel, consultants, and subcontractors. She is interested in helping colleagues solve problems, making technical content understandable to a wider audience, and being part of a team that has fun. She dislikes jargon, reinventing the wheel, and copy-paste solutions.

At Abt Associates, she oversaw and supported project teams in several countries to achieve progress on health service access (financial and physical) and quality, and to document the impact on population morbidity and mortality. At ThinkWell, she led the 2019 launch of a national health financing project in Indonesia which has directly impacted the national health insurance program including raising premium rates in an equitable manner, ensuring the benefit package covers disease prevention/health promotion, and evidence-based payment rates for COVID-19 inpatient care.

She has co-authored publications on health system strengthening, purchasing, public financial management, and technically reviewed a significant portion of all project outputs. She led the production of USAID’s Health System Assessment Approach v3.0. and contributed to winning several multi-million-dollar projects.

Ms. Connor holds an MBA from Boston University School of Management and a BA in Health Education from San Francisco State University. She is fluent in Portuguese.
