Senior Procurement and Subcontracts Officer

Patricia Westenbroek is a skilled procurement and subcontracts officer with over 20 years of experience in the public and nonprofit sectors, both domestically in the US and internationally.

Ms. Westenbroek is a senior procurement and subcontracts officer at Results for Development (R4D). She is responsible for the effective, efficient and compliant procurement of services, supplies and equipment to support R4D’s mission. She is particularly interested in diversifying and supporting local and small entities’ opportunities to join R4D’s work and facilitating transparent and responsible supply networks.

Prior to joining R4D, Patricia was a country extension agent, an agricultural advisor for the U.S. Department of Agriculture, Afghanistan program coordinator for the U.S. Department of State, and program specialist for DC nonprofits focused on nonproliferation and health security. In her various roles, she has contributed to procurement and acquisition policy, export control compliant procurements, bioethics and institutional review boards, and quality assurance frameworks focused on a culture of continuous process improvement.

Patricia is a certified business analyst (ACBA) and member of the Project Management Institute (PMI), National Contract Management Association (NCMA), and the Next Level Purchasing Association (NLPA). She continues to engage in nonproliferation efforts as a volunteer contributor at the DC-based nonprofit Coaelscion and maintains her interest in nature as a volunteer at NOVA Parks Meadowlark Gardens.

Patricia holds a master’s degree in agricultural development from the University of Aberdeen and a bachelor of science degree in animal science from the University of Delaware. She holds a certificate in global health from Harvard University VPAL. She is a native speaker of English and continues her studies in Turkish.
