R4D partners with Indonesia’s Ministry of Health to strengthen evidence-informed policymaking

Washington, DC — Results for Development (R4D) is partnering with Indonesia’s Ministry of Health to strengthen the country’s health policy and systems research (HPSR) ecosystem — helping ensure that national health decisions are grounded in high-quality, locally rooted evidence.

Working alongside the Ministry’s National Health Policy Development Agency (BKPK) and leading Indonesian academic institutions (universities and state-owned health academy/Poltekkes), and with funding from the Gates Foundation, R4D is supporting Indonesia as part of a broader initiative to build stronger HPSR ecosystems across Asia. The initiative helps governments institutionalize evidence-informed policymaking, deepen collaboration between researchers and decision-makers, and elevate local research institutions as essential partners in national health reform.

Building on R4D’s Health Systems Strengthening Accelerator, this partnership focuses on strengthening how evidence is generated, synthesized and used within Indonesia’s national policy processes. This includes strengthening BKPK’s Technical Advisory Panel (TAP) — ensuring it can draw on rigorous data and analysis to inform policy design and track implementation — and closing feedback loops between national and subnational levels so that policies reflect realities on the ground.

In 2026, a joint technical team comprising BKPK, R4D, and Universitas Gadjah Mada (UGM) will engage three TAP experts in data science and biostatistics, health financing, and health law. These experts will work closely with BKPK’s internal working team (Timker) to strengthen the Advisory Panel’s capacity to review evidence, shape policy recommendations, and monitor implementation — while piloting a subnational feedback model that channels insights from provinces and districts into national decision-making.
