Jane Abaleng Alfred

Jane Abaleng Alfred is a health economist with more than 17 years of experience in health systems strengthening.

In her former role At Results for Development, Ms. Alfred was the country lead for the African Collaborative for Health Solutions (ACS) Botswana Project. She directed strategic development and planning of the project’s country strategy and program and managed the development of work plans, budget, reporting, monitoring and evaluation tools. She also provided technical leadership and guidance on health financing activities, supported learning and monitoring activities and shared experiences with regional facilitators.

Before joining R4D, Ms. Alfred worked for the United Nations Population Fund in Botswana (UNFPA Botswana) where she monitored the implementation of the International Conference on Population and Development (ICPD) agenda and Sustainable Development Goals (SDGs) related to the UNFPA mandate. She also worked with the National Statistics Office to strengthen capacity to monitor SDGs.

Prior to working at UNFPA Botswana, Ms. Alfred worked for the Government of Botswana under the Ministry of Health and Wellness (MoHW) and the National AIDS Coordinating Agency. Her achievements there include being instrumental in developing the Revised National Health Policy; the Integrated Health Service Plan (IHSP); the National Health Financing Strategy; and the national health expenditure tracking using the System of Health Accounts (SHA) framework. She also contributed to the production of the first HIV/AIDS spending analysis using the National AIDS Spending Assessments Tool and the monitoring tool to track HIV/AIDS expenditures.

Ms. Alfred’s work has contributed to the development of Botswana’s first Health Financing Strategy which aims to enhance Botswana’s path towards Universal Health Coverage (UHC); Domesticated Sustainable Development Goals (SDGs) Baseline Indicator Framework; Botswana Demographic Dividend Analysis; and the national review of the Addis Ababa Declaration on Population and Development beyond 2014.

Ms. Alfred holds a master’s degree in health economics and health policy from the University of Birmingham, United Kingdom, and a BA in social sciences (economics and demography) from the University of Botswana. She speaks her native language Setswana and is fluent in English.
