Jose Gonzalez is a health economist with over a decade of experience in health systems strengthening, program management and policy implementation across Latin America and the Caribbean, East Africa and South Asia. At Results for Development (R4D), he leads financial sustainability initiatives for key health programs, supporting governments in developing transition plans for donor-funded programs and strengthening health financing mechanisms. His expertise includes conducting costing and funds flow analyses, developing health financing strategies, and designing capacity-building approaches to improve budget allocations for health priorities.
Currently, Mr. Gonzalez manages the Global Fund’s Financial Sustainability and Efficiency initiative across nine Latin American and Caribbean countries, fostering strategic partnerships between national governments and Global Fund country teams to strengthen the sustainability and efficiency of HIV, TB and malaria programs. He also supports a Gates Foundation-funded initiative to strengthen health policy research ecosystems in Indonesia, Bangladesh and Pakistan to enhance evidence use in health policy development and reform processes.
Previously, as the health financing lead for USAID’s Act to End Neglected Tropical Diseases (NTDs) | East program, Mr. Gonzalez provided technical assistance on financial sustainability, collaborating with cross-functional teams to support health financing activities to increase government ownership of NTD programs across seven countries. He worked with national governments in Uganda, Tanzania, and Ethiopia to develop sustainability plans and domestic resource mobilization strategies for NTD programs.
Mr. Gonzalez has extensive research and program management experience in both the United States and his native Colombia. At the Massachusetts General Hospital (MGH), he coordinated a research project investigating barriers to HIV care adherence among Latino immigrants in Massachusetts. He also worked as a graduate research assistant at the Harvard T.H. Chan School of Public Health, conducting research on maternal and child health in conflict areas. Prior to his work in the U.S., Mr. Gonzalez held various positions in the Colombian government, leading initiatives in poverty reduction, food security and early childhood development.
Mr. Gonzalez holds a Master of Public Health (MPH) degree with a concentration in global health from the Harvard T.H. Chan School of Public Health, an MS and BA in economics, and a B.Sc. in industrial engineering from Los Andes University in Colombia. He is a native Spanish speaker and is fluent in English.
