Program Director, Organizational Learning and Systems Change

Katie Bowman is Program Director of Organizational Learning and Systems Change at Results for Development (R4D). Katie brings over 15 years of experience working at the intersection of systems thinking, innovation, and research for social change. Katie established and currently leads R4D’s internal Learning & Results initiative, which focuses on: (1) tracking and analyzing R4D’s results across all issue areas and geographies; (2) developing and testing approaches for measuring R4D’s contributions toward system-level outcomes; and (3) facilitating learning for organizational improvement and strategy evolution.

Katie also works closely with R4D’s programmatic teams and funders to co-design and deliver complexity-aware, context-informed, and data-driven programs. Whether conducting systems-focused program evaluations, serving as a Learning Partner to help funders implement a data-driven approach to strategy evolution, or devising better structures for global program performance tracking, she thrives in making sense of dynamic and multifaceted environments.

Katie previously directed the USAID-funded Rapid Feedback MERL (Monitoring, Evaluation, Research, and Learning) mechanism, a 9-year global program that leveraged experimentation and lean research methodologies to provide USAID and its implementing partners with the timely evidence needed to adapt their programs for maximized impact.

Katie received her Master of International Affairs degree from Columbia University’s School of International and Public Affairs (SIPA). She received her Bachelor of Arts degree with high distinction from the University of Virginia, where she graduated with a dual degree in French and Foreign Affairs.

Global & Regional Initiatives to Catalyze Stronger Systems

R4D designs and leads global and regional initiatives that connect local leaders and their partners to promote local agendas and achieve locally led results.
