Senior Fellow

Nathaniel Otoo is a longtime public policy and health finance professional from Ghana. As a senior fellow at Results for Development, he has served as the first steering group convener of the Joint Learning Network, spoken and moderated at international conferences, supervised document reviews and assisted with research and organization, as well as worked on the USAID-funded Health Finance and Government project for national health insurance in Ghana.

Mr. Otoo has served as director of the UBORA Institute since 2015, and is a member of the advisory committee for the World Bank/WHO Forum on Mental Health. Trained as a lawyer in Ghana, Mr. Otoo served as ADM director and FEW counsel for the National Health Insurance Authority from 2006 to 2013, and as deputy CEO for operations from 2013 to 2015. Until this year, he was director of the health facilities regulatory agency and the national identification authority. He was also a company secretary for the Social Security and National Insurance Trust from 2002 to 2006.
