Rachel Halliday

Senior Program Associate

Rachel Halliday is an international development professional with experience using mixed-methodology approaches to answer complex questions in political economy. She is particularly interested in finding creative and efficient ways to strengthen data ecosystems and using evidence to inform policy decisions.

Ms. Halliday is a senior program associate with R4D’s nutrition team. In this role, she works to improve access to and use of nutrition-relevant data through the DataDENT 2.0 project. Prior to joining the nutrition team, Ms. Halliday worked with the evaluation and adaptive learning team to launch R4D’s first internal results reporting initiative, develop bespoke monitoring and evaluation frameworks in several health and education contexts, and support pilots on the USAID-funded Rapid Feedback Monitoring, Evaluation, Research, and Learning Mechanism.

Prior to joining R4D, Ms. Halliday conducted quantitative and qualitative research exploring regional- and national-level explanations for military coup attempts in West Africa since 2020. She also worked as a content strategy associate at a communications firm, helping nonprofits and companies design and grow their brands.

Ms. Halliday holds BA degrees in international relations, political science and French from Tufts University. She is a native English speaker and speaks fluent French.
