Rachel Halliday

Program Associate

Rachel Halliday is an international development professional with experience using mixed-methodology approaches to answer complex questions in the field of African political economy. She is particularly interested in finding creative and efficient ways to use data to inform policy decisions and strengthen ecosystems.

Ms. Halliday is a program associate with R4D’s evaluation and adaptive learning team. In this role, she supports pilots on the USAID-funded Rapid Feedback Monitoring, Evaluation, Research, and Learning Mechanism. Ms. Halliday was previously an intern with the evaluation and adaptive learning team.

Prior to joining R4D, Ms. Halliday conducted quantitative and qualitative research exploring regional- and national-level explanations for military coup attempts in West Africa since 2020. She also worked as a content strategy associate at a communications firm, helping nonprofits and companies design and grow their brands.

Ms. Halliday holds BA degrees in international relations, political science and French from Tufts University. She is a native English speaker and speaks fluent French.
