Victoria Martin

Program Operations Director

Victoria Martin has over 10 years of experience managing U.S. Government-funded projects focused on domestic and international issues related to the rule of law. She is program operations director for the evaluation and adaptive learning team. In her role, she supports project budget development and oversight, overall donor compliance and other operational initiatives.

Before joining R4D, Ms. Martin worked for over six years at the American Bar Association, Rule of Law Initiative (ABA ROLI), where she managed rule of law-related international development programs across Asia. These projects, funded by the USAID and the U.S. Department of State, tackled complex issues including combating corruption, increasing access to justice and furthering basic, fundamental freedoms (primarily freedom of religion and expression). Ms. Martin helped broaden ABA ROLI’s work in Asia, expanding to new countries, such as Laos, and working on new issues, like internet freedom.

Prior to the ABA, Ms. Martin worked at Chemonics International on USAID-funded contracts in North Africa and at the American Bar Association’s Center on Children and the Law on a U.S. Department of Justice-funded grant program.

Ms. Martin holds a bachelor’s degree from the University of Virginia and a master’s in public administration from George Mason University.
