Dr. Gemini Mtei joins R4D as Tanzania country director

DAR ES SALAAM, TANZANIA — Health financing specialist Dr. Gemini Mtei has joined Results for Development (R4D) as its new Tanzania country director, the organization announced on Friday, January 24, 2025.

Dr. Mtei, a health economist with more than 18 years’ experience in health financing and public financial management (PFM) systems, specializes in implementing research and systems-strengthening interventions to improve health outcomes and service delivery.

As the R4D Tanzania country director, Dr. Mtei oversees all R4D projects and activities in Tanzania, playing a pivotal role in guiding the design and implementation of initiatives within the country, as well as contributing to projects in other countries.

“I look forward to working with the talented team at R4D, as well as partners and other stakeholders in Tanzania and globally, as we continue supporting governments to strengthen systems to improve service delivery in health, education, nutrition and other sectors,” Dr. Mtei said.

Previously, Dr. Mtei worked for nine years with Abt Global (formerly Abt Associates) as public financing systems director and later as deputy chief of party for the USAID Public Sector Systems Strengthening project in Tanzania. There, he led efforts to strengthen public sector systems, focusing on strategic purchasing, resource tracking, revenue collection, budgeting, planning, reporting, expenditure management and citizen engagement.

His work also supported the Government of Tanzania in implementing digital solutions to improve efficiency and accountability in public service delivery. And he has extensive experience working across sectors, including health, education and nutrition.

Dr. Mtei holds a PhD in health financing from the University of London, London School of Hygiene and Tropical Medicine, and a master’s degree in economics from the University of Dar es Salaam, Tanzania.

We’re so delighted that he’s chosen to join us at R4D,” said R4D Managing Director Cheryl Cashin.

In addition to his role as R4D’s Tanzania country director, Dr. Mtei will serve as the health financing lead for the FCDO Accountable Grant “Leveraging Market Shaping and Health Financing Approaches to Help Increase Equitable Access to Products and Services for Women and Girls.” He will also contribute to the global Sustainable and Equitable Health Financing Practice.
