WASHINGTON, D.C. — Results for Development (R4D) experts have published a new collection of research in the peer-reviewed journal Health Systems & Reform, examining objective-oriented health systems reforms across three continents.
The body of more than a dozen research articles, policy reports, editorials and commentaries contains contributions from 50 authors in 12 countries across Latin America, Africa and Asia. The pieces have been compiled in a special issue of the journal titled “Objective-Oriented Health Systems Reform: Implications for Moving Towards Universal Health Coverage.” In addition to R4D, the issue was written in partnership with experts from the Gates Foundation, ThinkWell and the World Health Organization (WHO).
“This collection of papers goes beyond describing the reform to focus on the ‘how’ of health system reform and the factors that enable and hinder success implementing health reforms. The papers provide practical examples relevant to change agents globally and aligned with R4D’s vision of supporting change agents with high quality contextualized evidence relevant in their daily work,” said R4D Program Director Agnes Gatome-Munyua.
In addition to Ms. Gatome-Munyua, R4D Managing Director Cheryl Cashin, R4D Senior Fellow Joseph Kutzin and newly appointed Tanzania Country Director Dr. Gemini Mtei also contributed to various pieces in the special issue.
“This was a fantastic learning experience, and we had a great set of authors with deep country experience who were willing to be very honest in their reflection of their country reform processes to reveal both the ‘successes’ as well as the things that didn’t go very well to provide lessons for others,” said Ms. Gatome-Munyua.
R4D experts co-authored more than half of the special issue’s contents, specifically the editorial introducing the special issue, a paper on contributory health insurance, an article assessing inefficiencies in Nigeria’s subnational health system, commentaries exploring health reform lessons from Kenya and a donor coordination platform in Rwanda, and more.

Results for Development (R4D) is a leading nonprofit global development partner. We collaborate with change agents — government officials, civil society leaders and social innovators — supporting them as they navigate complex change processes to achieve large-scale, lasting outcomes in health, education and nutrition. We work with country leaders to diagnose challenges, co-create, innovate and implement solutions built on evidence and stakeholder input. We also support them to engage in learning to adapt, iterate and improve the efficacy of programs. At the same time, we are working to strengthen global, regional and country ecosystems that support country leaders with expertise, evidence, and innovations. R4D helps country leaders solve their immediate challenges today, while also strengthening systems and institutions to address tomorrow’s challenges. And we share what we learn so others around the world can achieve results for development too. www.R4D.org
