Strategic Communication for Universal Health Coverage: Planning Tool

Advancing universal health coverage depends on reaching the right stakeholders with the right message. But translating that goal into a concrete communication plan can be challenging. This planning tool helps UHC policy champions and communicators do exactly that.

Designed to be used alongside the Strategic Communication for UHC Practical Guide, the tool walks users through a structured, step-by-step process for designing a comprehensive communication plan for a specific UHC objective. It covers key phases of the strategic communication framework — from identifying and prioritizing audiences to selecting the right tactics for each — with guiding questions tailored to the UHC context at every step.

The tool was developed through a joint learning exchange of eight country delegations from Bangladesh, Cambodia, Ghana, Malaysia, Nigeria, Peru, Senegal and Sudan with support from the R4D-led Joint Learning Network for Universal Health Coverage.

See how the tool was put into practice in a case study from Nigeria, where a government team used it to align stakeholders and secure the first-ever appropriation for the country’s Basic Health Care Provision Fund. The tool has also been applied in Ghana, where the National Health Insurance Authority used it to design a communication strategy for digitalizing member registration — a project that has since reached over 77,000 users.
