Senior Program Officer

Daniela Gutiérrez is a global health professional with experience designing, managing, and implementing projects focused on strengthening local health systems and governance. She has experience working with international NGOs, multilateral agencies and research institutions and is interested in the areas of public-private engagement in health, subnational health systems management and integration and sustainability of priority programs in health systems.

Ms. Gutiérrez is a senior program officer at Results for Development (R4D) for R4D’s global health portfolio. She currently leads activities under the USAID Health System Strengthening Accelerator program on strengthening health systems for rehabilitation and the USAID Frontier Health Markets Engage program on strengthening health markets and increasing private sector engagement to improve voluntary family planning, maternal and child health, and other health outcomes. In the past, she supported the Merck-funded Strengthening Mixed Health Systems project to assist governments and the local private sector to demonstrate and document practical and actionable processes for integrating quality private maternity care into government-stewarded health systems. She has also provided technical assistance for R4D’s work on USAID’s Health Finance and Governance project and Maternal and Child Survival Program and served as a technical facilitator of the Primary Health Care Technical Initiative of the Joint Learning Network for Universal Health Coverage (JLN).

Before joining R4D, Ms. Gutiérrez worked at Plan International where she supported a program to improve and expand women’s sexual and reproductive health services. She also conducted research on the motivation and retention of health workers for the Pan American Health Organization in Peru. She has worked on tobacco control policy and research in Latin America and for community health and education programs in Mexico, Bangladesh, and the Dominican Republic.

Ms. Gutiérrez holds an MPH from the Johns Hopkins Bloomberg School of Public Health and a BA in public policy and public health from the College of William and Mary. She speaks English and Spanish and is conversational in French.
